STEP 1 — REVIEW CURRENT LISTINGS
Select an available participating property to review its location, monthly rent, security deposit, property details, and any property-specific requirements that have been provided.
STEP 2 — COMPLETE THE FRESH START HOUSING APPLICATION
Once you've found a potential match, complete the Fresh Start Housing Application and identify the property you're interested in. Tell us about your household, income, housing needs, and circumstances so we can conduct our Initial Qualification Pre-Screen.
STEP 3 — INITIAL QUALIFICATION & MATCHING
Fresh Start reviews the information and documentation provided by the applicant to determine whether the applicant appears to meet the property's basic stated requirements.
Fresh Start's Initial Qualification Pre-Screen is not full tenant screening or final approval.
STEP 4 — PROPERTY SCREENING & FINAL APPROVAL
Applicants who appear to meet the property's initial requirements may be referred to the participating property owner or property manager for any required application, screening, verification, and final approval process.
The participating property owner or property manager makes the final rental decision unless otherwise specifically stated for a particular property.
STEP 5 — Partner Landlord Final Decision
Completed screening results are shared with the property manager or owner for final approval, taking into account Fresh Start Advocacy and individual household stability.
STEP 6 — Secure Your New Home
Upon final approval, you will receive lease signing instructions and details for security deposit payment. Do not pay rent until you have received official approval and move-in instructions.

Fresh Start connects prospective residents who have experienced credit or rental challenges with participating housing providers. We review your application and help match you with properties based on your individual circumstances and specific property requirements.
Is approval guaranteed?
No. Submission of a Fresh Start Housing Application does not guarantee approval or housing. All applicants are subject to the participating property owner's final screening and qualification requirements.
